Today the Flood Risk Management Plan for Riga City was ratified in the Riga City Council meeting. With the ratification of this document, the work on the implementation of the main activities of LIFE+ co-funded project “Riga Against Flood” can be considered completed. All the substantial research, carried out within the framework of the Project, will remain at the disposal of Riga City Council City Development department, who will use this documentation in their further work with city planning issues. All the Project’s materials – research, presentations, maps, publications and other documents will be available on the Project’s homepage for the next five years.

Today Riga City Council City Development committee ratified Flood Risk Management Plan for Riga City and Methodological Guidelines for Territorial Planning in flooding territories. After the ratification of this document with the committee, the work on the implementation of the main activities of LIFE+ co-funded project “Riga Against Flood” can be considered completed. All the substantial research, carried out within the framework of the Project, will remain at the disposal of Riga City Council City Development department and will be available for further work with city planning issues.

On September 28, this year, the closing conference of the Project "Riga Against Flood" was held. The participants of the conference were informed about the course of the Project, research done within the framework of the Project and its results, as well as the documents developed during the course of the Project – Flood Risk Management Plan for Riga City and Methodological Guidelines for territorial planning in flooding territories. The guests of the conference – experts from Hamburg and Helsinki – shared with their experience in flood management issues.

Within the framework of the Project “Riga Against Flood” the development of one of the main components of the Project - “Methodological Guidelines for Territorial Planning in Flooding Territories” – has been completed. The development of the Guidelines was based on the obtained information and results of research carried out within the framework of the Project. Guidelines for territorial planning in flooding territories are unique due to the fact that this document is the first of its kind not only in Latvia, but also in the Baltic States.

On May 2, this year Riga City Council City Development department has received a statement from Environment State Bureau, concerning Flood Risk Management plan for Riga City and its environmental overview of strategic environmental impact assessment, submitted to the Bureau for evaluation on April 4, this year.

Closing conference of the Project has been held

On September 28, this year, the closing conference of the Project "Riga Against Flood" was held. The participants of the conference were informed about the course of the Project, research done within the framework of the Project and its results, as well as the documents developed during the course of the Project – Flood Risk Management Plan for Riga City and Methodological Guidelines for territorial planning in flooding territories. The guests of the conference – experts from Hamburg and Helsinki – shared with their experience in flood management issues.

The conference was opened with a speech given by Ministry of Environmental Protection and Regional Development Environmental Protection department deputy director Rolands Bebris. In the continuation, the expert from Germany Klaus Kluge Manfred shared Hamburg’s experience in flood risk management.

The researcher Janis Virbulis from the “Center of Processes´ Analysis and research" presented the research carried out within the framework of the Project “Modelling of the future flooding intensity and extent, including the impact of flooding to the future buildings and development of recommendations”. The Engineer of hydro technology and hydro melioration Guntis Zakis informed the participants about the proposals concerning flood prevention measures in Riga.

Valdis Felsbergs gave information on Strategic Environment Impact Assessment for Flood Risk Management For Riga City. The development of cost – benefit analysis for flood prevention measures in Riga and its results were explained by the Project finance expert Ivars Bergs. The Project manager Renars Grinbergs presented Flood Risk Management Plan for Riga City.

Further, the expert from Helsinki Philipp Schmidt - Thome shared the experience in the decision making of multi-criteria analysis in order to adapt to climate change. The conference was concluded by the Project territorial planner Dace Berzina, who reported about the developed Methodological guidelines for territorial planning in flooding territories.
