Riga City Council ratifies Flood Risk Management Plan for Riga City
Today the Flood Risk Management Plan for Riga City was ratified in the Riga City Council meeting. With the ratification of this document, the work on the implementation of the main activities of LIFE+ co-funded project “Riga Against Flood” can be considered completed. All the substantial research, carried out within the framework of the Project, will remain at the disposal of Riga City Council City Development department, who will use this documentation in their further work with city planning issues. All the Project’s materials – research, presentations, maps, publications and other documents will be available on the Project’s homepage for the next five years.
The Flood Risk Management plan for the capital city is the most essential document produced by City Development department within the framework of the project “Riga Against Flood”, and it includes all the results of the research, measurements and conclusions that have been obtained within the framework of the project. The Flood Risk Management Plan is a strategic document that aims at exploring the problem, calculating the costs of possible solutions, as well as potential environment impact assessment of the flood prevention measures. The plan comprises a detailed analysis of current situation, future flood forecasts with various climate change scenarios, as well as specific measures to prevent and reduce flood risks in future. The plan also contains a section of economic assessment for the flood prevention measures, which presents cost-benefit analysis for the flood prevention measures. It determines their economic effectiveness, as well as analyses funding possibilities for the proposed flood prevention measures.
The flood prevention measures recommended in the Plan are based on modelling data that were calculated for the possible wind surges, which, as a result of modelling, are considered to be the most significant cause for flooding in future.
After completing all the scientific research, modelling and forecasts that were planned within the framework of the Project, the most significant conclusion is that during the next 100 years, taking into consideration the climate change, Riga City will not experience long-term and spontaneous flood that might cause casualties. However, according to climate change forecasts, the extent and frequency of flooding will grow, thus increasing the possibility of economic loss. Therefore, considerations about effective flood prevention measures should be made already today. The developed Flood Risk Management Plan for Riga City includes series of solutions and flood prevention measures to protect certain territories of Riga from future flood threat.
With flood prevention measures we understand elevation of asphalted street sections, elevation of dirt road sections, elevation of existing earth dams, construction of new earth dams, construction or reconstruction of sluice and regulator gates and culvert regulators. For a great part of the city territory two flood prevention alternatives have been provided, with each of them having different impact and costs.
During the development of Flood Risk Management Plan several public discussions were organized in Riga where the participants were introduced with the content of the Plan and the Project team welcomed their recommendations and suggestions for the improvement of the Plan.
All the documents developed in the framework of the project “ Riga Against Flood”, including Flood Risk Management Plan for Riga City, can be viewed on Project’s home page, http://www.rigapretpludiem.lv/eng/, which will be available also after the end date of the Project.
Even though initially the total cost of the Project had been calculated to amount 662 240 EUR (to be equally shared by EU finance programme for the environment LIFE+ and Riga municipality), the Project will be implemented with at least 20% financial resource-saving, which was achieved by successfully managing financial resources and implementing well-considered procurement policy.
